We delegate some admin tasks to outside parties (create & manage users, manage specific groups). The control for Okta Communications is set to global. How can I restrict this to only show system communications to Super Admins? We don't want them to see the banner announcements or the emails.

For this you will need to use a Super admin account, from where you have access to all notifications for the organisation. Please see our documentation for this:
