Rate limit quota's reached and exceeded

It appears that a bot is trying to gain access. Is there something I need to do? We are getting attempts that exceed over 1,000 in a minute. The emails I receive say the burst limit has been exceeded.

    Depending on the situation, you might be able to configure authentication policies and/or network zones to prevent this.  

    Please open a case to work with our Support team and investigate the issue.

      My authentications are set up for password and Okta verify. There are still many attempts to gain access that are being denied since those users don't exist.
