Need clerification and Documentation for Multi Factor Authentication with Oracle Access Manager 12.2.1.4.

where Configure MFA Factor enrollment in Okta
Specify authentication:
This task can be ignored if multifactor enrollment was previously configured.
- In the Admin Console, go to SecurityMultifactor.
- Select the Factor Types tab.
- Activate a factor by selecting it and choosing Activate from the drop down list.
Please get us which Admin Console is that for Oracle Or Okta Admin console?
If Oracle we do not see in Admin console -->> Security tab we have Security Realm -->> how to get that please let us know?
If Okta Admin consoe -->> what need to install from beginning please let us know steps would be applicable?
