    Hi! if you are testing Okta Verify for a few users, I would recommend doing so in a Preview environment and working with the factors enrollment policies.

     

    Security > Authenticators > Enrollment. From here you can setup policies to apply to specific groups, making this a bit easier to test. You can also choose a specific factor as well in the global session policy, and scope that down to a single group as well. This is all about getting the right mix of required and optional factors, along with scoping it down to the level and group you want.
