Issues configuring MFA for Windows Credential Provider on Windows 11

I am attempting to install MFA for Windows Credential Provider on my Windows 11 server for MFA with RDP logins as well as interactive logins. I set up the application in my Admin account and added the user. I attempted to install and configure the client, but I continue getting the following error: "Error 1001. Failed To Validate Configuration. URL Is Not Valid". I attempted to resolve by following the steps detailed here to no avail: https://support.okta.com/help/s/article/okta-windows-credential-provider-error-1001-failed-to-validate-configuration-url-is-not-valid?language=en_US. I tried several combinations of uninstalls, restarts, reinstalls. After encountering that error, the installation seems to complete, but no changes are apparent to my login process.
