dev-2469167.okta.com is my developer tenant and i'm not able to login even though i have username, password.
once login it redirecting me to the change password screen, On trying reset the password okta saying 'change password not allowed to specific user, contact administrator'

Are you the only admin of the tenant? If you are not the only admin on the dev account, please reach out to the other admin to assist with credentials recovery.
