    Thanks for contacting the OKTA community.

    Group exclusive to mobile devices cannot be created in Okta, assuming you want to limit an application's access through mobile devices only, this can be done by setting up a sign on policy for that application, you can set up this by navigating to security -> authentication policies -> add a policy -> then set up the policy name and description -> add rule -> set up rule name -> then assign the group you have created in which you have mobile only access users in "User's group membership includes" tab -> then change the device platform tab's option to "one of the following platforms" and add the mobile platforms users will try to access from -> save the rule.
