I have an application where uses are assigned to an app through membership in a group. The group membership is controlled through a value in an attribute. When the attribute matches the rule, the user is added to the group, and through membership in the group, is added to the app. However, when I look at the assignments, the group appears in the group list, but the individuals do not appear in the "People" tab. However the user is provisioned in the remote app, and everything works. The problem is that, for compliance, I query the apps/ API to get the assigned users. It is blank, also.
As part of the investigation, we removed the group from assignment, and reassigned it. All of the users now appear in the GUI, as People assigned, and show as being assigned due to group membership. Also, the apps/ API correctly displays the users and their ExternalID.
So now we are trying to figure out why it did not show the People assigned in the first place, and whether new users added will display in the People assigned list.

You mentioned, that "the group appears in the group list, but the individuals do not appear in the "People" tab." - I would have assumed that the assignments didn't work and you would have seen some pending tasks in the Okta Admin Dashboard, but you also said as far as the users were concerned, the app worked.
I'm not sure if we can chalk it up to a UI bug seeing as the API query also failed to list the users.
I would recommend, opening a case to have one of my Support Team colleagues look into this with you, but if the issue "went away" after re-assigning the groups and you can't reproduce it anymore, it might be difficult to diagnose.
Try to see if you can at least pin point some time frames for events that could then be leveraged to check Okta back-end logs for any relevant information.

I got the incident about user and group search at 2023-10-27. it is solved next day. My customer meet this issue. As Mihai's suggest, please create a case with support team. I think it is not a setting issue.
