Hi there, we're using Okta Classic Engine using the Okta hosted sign-in widget.
We're now requiring security question for password recovery. We also require security question enrollment for new users.
Unfortunately, there are some existing users that have not setup their security question.
How can we force these affected users to make one, on the next time they login?

I have run a test on my end, and I would assume that the security question is or was disabled at some point. By re-enabling it it should force all your users that do not have a security question to create one.
