How can I download a "non-time based' report where it simply shows me all the users that are set up, their status, applications they have access to etc? A start would be this report https://help.okta.com/en-us/content/topics/reports/access/user-account-report.htm but it seems the documentation is out of date as I can't find this nor do I see anything name "Entitlement and Access"...

You can use the report Okta Password Health, however this does not have application access. For the Entitlement and Access, I recommend to reach out to your Account executive to enable this feature if you do not see it under Reports.
