Something similar was discussed in a previous post. As far as I've been able to ascertain, you won't have the option to do this from the Admin UI. You will need to go through the oinmanger.okta.com submission process and discuss the matter with the OIN team.

@Mihai N. (Okta, Inc.) Do you know how to login oinmanger.okta.com portal? It seems can't sso with partner portal. I open it after I login with my okta partner account, it still ask input the username and password.
