No inline hook for SMS

I am exploring the new OIE in a trial environment and tested setting up SMS and Voice authentication and it looks like it is requiring an inline hook to a service provider. We are currently using this functionality but there is no inline hook or service provider setup from what I can see in our current production environment. The logs show "TELESIGN" as the service provider but I do not see how this is set up anywhere in Okta.

How is our current SMS and Voice authentication setup and working without an inline hook?

will we lose this functionality after upgrade?
