I am trying to set an AWS EventBridge connection to POC log streaming for my organization. The Log Streaming feature isn't available in the menu and when I try to add an AWS EventBridge integration through Applications I receive a 404.

In this case you will need to have this feature enabled, please reach out to your Okta Account Executive to have this enabled for you and to be able to proceed with testing.
