I changed a user's username in AD. We are using Okta Universal Sync. I updated the proxyAddress in AD for the new username. Okta has gotten stuck updating the user's username to O365. I rolled back the changes, but I cannot clear this pending task.

Please check the username from the users assigned to the application to make sure they match with what you have on Office side and try a Force Sync from the Provisioning tab. If that does not work you might just need to remove the users and re-assign them back. But before you do so, make sure you uncheck Deactivate Users check mark to not deactivate the users in Office app.
