Before adding an app to Okta, there may be a service account within the tool, for eg: Google workspace, a user account is used as a service account and when the SSO is enabled, it does not cause any disturbance to the authentication of that service account with whatever it is being used for.
But My question is that, will it be the same case for all the tools or application or will it differ and be based on each tool that is to be integrated to Okta.

There's no one sized fits all answer here. It really depends on how the service account is used, and what your Okta authentication policies are. If you federate Google Workspace so that it is Okta authenticated then your service accounts will either need to adhere to your Okta policy, or you will need to build service account specific policy ( bypass MFA, but very long complex passwords for example ) to ensure no interuption of the service account functionality.
But very much as service/application/tool/usage specific scenario
