    Hi! First and foremost, when using countries for a network zone, you must choose a "Dynamic Zone". If you are working with a Dynamic Zone, keep in mind that Location can be either a country or a region (i.e. California, US). You can use this information for either creating a Dynamic zone type or a Dynamic Block List (Blocks logins from specified location). You can use these zones for use in Sign on policies.

     

    Also, makes sure that the admin account that is being used is actually able to view and/or modify these rules and policies as well. I hope this helps! Take a look here at Okta's documentation on network zones: Network Zones
