While I came across multiple inquiries on this subject, I couldn't locate a suitable response. Is there a way to configure a group rule to exclusively apply to active/deactivated users Okta users?

Unfortunately, according to that conversation and my own understanding and experience of the platform, this is not currently supported. You can always submit to Okta Ideas for future evaluation.

You can use your free workflows allocation to drive this. On change of status, move the user to Group A or Group B. With some thinking, you should be able to handle that with only 2 workflows.
Let me know if you want more information on how to do that.
But confirming you cannot use group rules based on user status. It's bizarre that it's never been available, but that's the current answer.
