Where do I go to see what user is being used to connect Okta to an application for SSO? Need to get a list together and I'm not having success clicking around or finding this in the KB.

Are you referring the user that has created the application? If so, this can be seen in the System logs, however keep in mind that due to data retention we store only the last 3 months of logs, so that information may no longer be available if the application has been created some time ago.
If by change you are referring to a token that connects Okta to the SSO of an application, usually there is not such token needed for SAML. However API token can be found under Security > API > Tokens. Please also check:
