In a customer tenant where customers are logging on directly to mobile or web apps (SP initiated) and do not see the Okta dashboard, is there a capability for the customer to recover forgotten username within the Okta sign in widget?

Self-service recovery options are configured via the Okta Password policy configuration window.

Password policies only allows the user to recover passwords but not username. Is this a feature that is absent from Okta?
There is no explicit flow for username recovery, but the password reset email template specifies for what username it's being sent.
