Is there a standard role or permission I can give to custom admin role that would allow a user to manage the AD agents for Okta without giving them super admin?

At this time there is specific admin role for AD agents, and as per our documentation we recommend to use a Super admin.
However you can add a Feature Request on our Idea section, for a chance that this functionality to be added in the future.
