If I wanted to block all windows machines from my Okta environment how would I go about this?

I'm not aware of specific way to block by OS for all logins but take a look at the following as maybe you could do something in the Expression Language (EL) for Crowdstrike or Windows Security Center.

Eventually all customers will be migrated to the Okta Identity Engine and there you can configure authentication policy rules for specific device platforms:
