Attempting to setup a SAML federation with Azure AD acting as the SP. In my other federations the user is directed to my developer tenant to enter their password. With the federation to Azure AD, I am not redirected and FastPass appears to be my only option to log in. Do I have something misconfigured or is this behavior built into the Azure AD side of things?

This definitely looks like a misconfiguration. There is no situation in which you should be redirected to " okta.okta.com ". I would recommend reviewing any configurable URLs in the setup to identify any possible typos or incorrect copy/paste.
