How we will get to know it is resolved now? By banner update from OKTA team.
Starting on January 30 at 6PM PST, Okta became aware of an issue regarding SMS service in Singapore. SMS OTPs delivered to Singapore-based users have been labelled as "Likely-SCAM." We are actively working with our third-party providers to resolve the issue.

Hi! Great question, but I am not seeing anything that is being updated in a central location either. I would recommend you follow Okta Security articles for more information, as Okta has addressed other security concerns here rather thoroughly.
In addition, Okta Trust is a great site for various security whitepapers, security compliance, system logs/data retention, and much more.
Finally, you can always check Okta Status for real time view of Okta services and their status/availability.
Hopefully in the coming days we will see more updates in regards to this issue. Regardless, we have seen Okta update these issues in the portal as well using the same banner method.
