    It's rather unclear what you are trying to achieve here based on the lack of context, but I'm assuming you are referring to a license/role management situation for downstream apps. 

     

    This would be dependent on the APP/Service Provider support of such functions.  

    Apps that support Provisioning, for example Salesforce would have configuration settings on assignment.

    Other apps that do not support Provisioning, may still allow role assignment via SAML custom attribute assertion. See "Attribute Statements (optional)" under the following documentation:
