Administrators receive a generalized report titled User(s) locked out of Okta. I'm trying to figure out where the controls are for this reporting function, as one of our admins is not receiving it.
Out of curiosity, are you utilizing any Okta Workflows for this functionality? Or other 3rd party solutions (i.e. Splunk)?

To get reports directly to administrators based on their role, you can configure from the admin dashboard from
Security > Administrators > Roles > Click on the Edit Button > Select the notifications that you want to send to that particular role
