I am currently in an Okta 30-day trial and I'm using it for MFA on my VPN client (Aruba VIA). Trying to see if it's possible to accept a push every 24 hours without having to receive a push every time my VPN disconnects (go to lunch, power off, ISP drops...anything that would make the VPN client drop and start again). In my testing I'm shutting off the VPN, then turning it back on again to see how Okta responds. I get a new push every time the VPN fires back up. Is there a way for Okta to track the initial push acceptance so it doesn't have to keep asking?

Authentication Policies are configured according to this documentation and there you would configure the session lifetime.
That being said, to me it sounds like a client issue as the VPN client would have to store a session cookie after you successfully authenticate, like a browser does. So, in essence what you are experiencing is expected unless you can configure the VPN to somehow store the info.
