Force user to use a specific browser when using Okta to Authenticate to Salesforce

We have a need to lock users into using Google Chrome when using Salesforce. We have Salesforce integrated with Okta using SAML. With some of the custom features we have built in Salesforce, to ensure full functionality, we need to force the users to use Google Chrome. We are a volunteer based company, and our volunteers are not provided laptops from us. So we cant lock down the devices, or enact any policies on the devices. In the Sign On rules it only offers allow/deny based on OS.

 

I was thinking I could build an Okta Workflow for this. In the logs the event user.authentication.sso does track which browser they are on. But I didn't see any Workflow trigger card that was based on this event. Nor do I see any way to hijack the SAML handshake to prevent them from logging in.

 

Anyone have any ideas on how to limit which browser a user can access certain apps on?
