The available configuration settings for Okta doesn't provide options for a maximum allowed password length or requirements for at least * of a type of character (only options are 'at least one letter', etc.). Is there any way to add custom rules or manually modify the requirements template so the requirements listed by Okta reflect the requirements enforced by Active Directory?

As for your question, Okta does state that the password complexity requirements are set and enforced by Active Directory, so the recommendation is that Okta’s Active Directory Password Policy duplicates the minimum settings of AD. Unfortunately, as outlined in the documentation above, Okta has provided a variety of password policy options that can be configured, but that list cannot be customized or added to at this time.
