We'd like to include an SMS factor phone number in an ID Token. I see that this can be done with user profile information (expression user.mobilePhone). Is there something similar for factors, as they are not always the same for our org based on how we update our factors and profiles?

Thank you for posting on the Okta community page!
I have done some research but unfortunately I wasn't able to find a way in which you could send MFA factors information to an ID token as a claim, therefore I assume you could submit a feature request in case you would like to see such functionality. The best way to file a feature request would be from the community site.
Once feature requests are submitted they are visible to other Okta admins, who can vote on them to provide more visibility. Using this method will allow you to maintain visibility on your feature requests throughout the process.
