Is it possible to get the request from JIRA and the OKTA workflow will be the one to send the approval to a specific user and then receives the approval and continues with the flow?

Technically yes this is possible with Workflows. Workflows does have an option to pause a flow until a resume URL is followed. This resume link could be embedded in lets say an email and when clicked is followed causing the flow to resume. There is also other possible ways to achieve approvals within workflows but it all requires a fairly custom buildout.
Additionally, Okta does have the Okta Identity Governance (OIG / IGA) product which is specifically designed to handle access request situations such as this.
