    You are most likely missing the required feature flags. 

    Preview environments don't typically come with all the "bells and whistles" unless you expressly discuss with your Okta Account Executive to get an org mirroring your production environment. 

    You will need to open a case and request it. One of our Support Engineers will work with you to get CSV Directory enabled.

    Thanks for the answer, that makes sense. I work as an Okta-partner, and am using the preview environment for demoing for potential customers. So I will try to find out who is our contact for this.
