Hi
We are trying to build a solution where we need to register a user in OKTA with personal email address to access an application, and later update the user with with a new business email address. Is this possible without creating two individual user entities?

Thank you for posting on the Okta community page!
You can update the user primary email address without creating 2 accounts depending on how the user was created. If the user was created directly into Okta and the attribute in question has the source of truth set to Okta, then you can simply go on the user profile and update the primary email address with the new value. I would recommend to firstly check if you have the functionality that makes the username field the same as the primary email one since if this is enabled, it might create some issue or might not let you update only the primary email address.
Additionally, you can also update the user primary email address through an import but in order to do so, it mostly depends on how your tenant was set up with that specific app because the configuration might vary from tenant to tenant.
