Hi Team,
We were able to add/assign/revoke/delete yubikeys in OKTA admin portal. My question is How can we setup PIN or OTP in OKTA admin portal for Particular Key or how can we let user setup PIN?

Thank you for posting on the Okta community page!
Unfortunately I wasn't able to find a way in which you could set the PIN/OTP from the Okta Admin Console therefore I assume that this is currently not possible, but I have managed to stumble upon the below documentation from Yubiko that contains a section about OTP Programming:
