okta login can change the Home Page of a client user to another one as function signout

I'm not sure I fully understand your request, but if you are referring to the sign-out page, you can set it by going to your Okta Admin Dashboard → Customizations → Other → Sign-Out Page and set a custom link there.

No, I need normal users to be able to change Home Page URL to one of our page.

Users cannot change the Okta homepage URL. If you are referring to the Custom Okta Domain feature, this can be configured by Admins as per the following documentation:
