Is there a method to only permit new user passwords be created by an admin, instead of the user, in creating a new account, by default?

I have done some research and found that, when creating users manually, the rule of the password being set by user cannot be changed from being Default. However, you can create users via Okta User API where you can set an assigned password to new users:
