Currently okta has configuration for setting number of invalid attempts before locking out the user. But no configuration to set with in x minutes. Our requirement is to set the time limit of 3 unsuccessful loging to 15 mins.

Indeed, the lockout policy is Lock out user after <#> unsuccessful attempts and there is no functionality for lock out after a certain period of time.
I suggest you add your improvement idea to ideas.okta.com so our engineers can take it into account.
