I have a user, Cassundra Boyd, cboyd@girlscoutsnca.org who is not receiving authentication emails while off our network. I have tried resetting her and clearing her cache but it is still not working.

Thank you for posting on the Okta community page!
I have done some research and the email might be blocked on the Okta side in case there was an error reported by the email service, therefore I have managed to find the bellow documentation that explains how to remove email addresses that are bounced by the email service:
