Hi, I am new to OKTA. Please guide me how can I get OKTA ID card for payment verification. Its my client's requirements otherwise he will not release my payment.

Are you perhaps talking about Okta Verify? If so, take a look at this page, but in general you'll just install the app and then configure your account (organization or other type) by following the steps prompted for you.

Unfortunately, personally, I've never implemented similar integration, but I would ask you to follow those documented steps very carefully and see how far you can get?

I did try but Smart card integration option is not appearing.
