spoke to Google support regarding this and they informed me that it's because it views accounts imported from Okta as bulk accounts, wondering if there's a setting I can change in Okta in order to prevent this and have them activated automatically

Thank you for posting on the Okta community page!
I would recommend to try and re-authenticate the API credentials on the Provisioning tab in order to make sure that the sync between Google and Okta is not broken. If this does not resolve the behaviour that you are seeing, I would recommend to perform a re-assignment of the users that encountered this issues.
