Our organization would like to implement Okta Device Trust. Requirements at this time are that they apply to macOS + Windows OS only.
Q: Is there an option to disable iOS + Android devices from this policy? Meaning, users on macOS + Windows will need to verify cert auth to gain access to Okta, however they will be able to access Okta via their mobile devices without cert auth?

You should be able to achieve that. In the Sing-on Policy setting of your apps you'll have to set up multiple rules.
One rule that explicitly allows access via iOS and Android, then another one where Windows and macOS need to be "Trusted".
