Hi - we have had an issue where the OKTA IP addresses are fed over our user VPNs - however we have seen that OKTA has either added a new IP in the list for our domain xxx.okta.com which is new. Is this correct or is something unusual happening with OKTA's DNS IPs? It is having impacts on our authentication of users.

I'm not certain that I have understood you question entirely, but I have done some research on my end, and the unusual behaviour that you saw, might have been caused due to the Okta Ip list being updated. I have provided bellow a documentation that contains the list with all the Okta IP addresses and that contains additional details:
