Enable SCIM provisioning For SAML 2.0 Application

I've created a SAML 2.0 application and I want to enable SCIM Provisioning in it. I've two okta accounts one of them has a button to enable it but the other account show this message

Okta doesn't provide user provisioning for this app yet, but it can be added with on-premises provisioning.

Contact your Okta sales representative to enable support.

  1. How do I get this enabled?
  2. Why one account has this feature enabled and other doesn't? Is it due to subscription difference?

    Thank you for posting on the Okta community page!

     

    Based on the details provided it seems that one of the tenants is missing the functionality to configure SCIM provisioning for custom applications therefore I would recommend to discuss this topic with your account executive and see if the feature in question can be enabled for the other org.
