I had created a Enterprises application in Azure ad and we are using open id connect protocol to authenticate users. now we need intergrade one of our partner who is using okta but not Azure ad, we need to intergrade in such a way that okta users will use there own username and password to authenticate.

I'm not aware of any out-of-the-box implementation for Azure AD or any step-by-step guide on "how to" do it.
This type of complex deployment should be first attempted in preview/demo environments.
That being said, here are some articles to help you get started:
Typically, the implementation would be for Hybrid environments for synchronizing user accounts from on-premises AD into Azure AD.

But leveraging a Microsoft Office 365 implementation, the Okta cloud users could be Provisioned (synced) in the Azure AD.
