Our organization has a Communications Specialist and we would like to provide them limited admin rights to be able to push notifications to our users, update the Customization sections, etc. The closest option available, without providing Super Admin access, is by providing Org Admin access but after reviewing the Org Admin, this provides more access than we would prefer to provide our Communications Specialist. Is there a way to create a custom role specifically with access only to Notifications and the Customization fields or will Okta ever create a Communications Administrator role?

I have done some research on my end and I have managed to find the bellow documentation that explains the Custom administrator roles functionality and that contains guidance on how to use them along with best practices:

After reviewing the provided link and testing different combinations of a Custom Administrator role, there doesn't seem to be a way to setup an admin with just the ability to send notifications and update the email customizations. The only way this has been possible is to provide Super Admin Rights, which provides more access to our Communications Specialist than our organization would prefer.
It would be beneficial if Okta would add more rights and abilities to the Custom Admin feature or build out a Notification Admin role.
