For compliance reasons, we'd like to prevent Okta Organization Admins from managing membership of certain groups. In-other-words, only the Okta Superadmin should be able to manage certain groups (add/remove users). Is this possible?

At this time with the pre-defined Admin level they can not be modified. However you can create Custom Admins based on necessity, please see our documentation below:

Thanks for the response. Is it possible to create a custom resource group containing all groups except one? The interface doesn't seem to support Okta expression language. 😕

Hello @User16166165013791431969 (Customer) There is no way to exclude groups, in the event you select all Org groups. In this case you might want to manually add the required groups.
You can also add a Feature Request on our Idea Section for this to be considered a feature in the future.
