showing and hiding picklist values in field in user profile

1.I want to show only System admin option in profile url field while assigning user to application.

2.is it possible to control the picklist values in the user. if not, what is the alternate way to make fields non editable by users

Tried below at least to make default values in fields which should be non editable in user profile

3. Made read only to the profileurl field at profile editor level and in provisioning attribute value set to system admin but didn't worked out ,here given values are displaying while creating user but user able to edit it

    To make an attribute read only from an end user perspective, you need to manually check all Okta attributes and mark them read only. please see screenshot below.

    Screenshot 2022-06-03 at 09.02.36Please also note that if an admin has the right to make changes to user profiles, this access can not be restricted from the Admin Console.

    Also as an Admin if you check your User profile, you should be able to modify them if you have permissions.
