Can we remove direct access to Spoke for some users who are assigned in a group and can only access the spoke via Hub? Example: If there are two groups on spoke, users assigned on group one can access Spoke only via hub and users assigned on group two can access Spoke via hub as well as going directly to Spoke URL.

Thank you for posting on the Okta community page!
I have done some research but unfortunately I wasn't able to find a way to achieve your use case. There would be a way to block access through the Sign On policies but this way it will block the access completely to the Okta tenant.
If you would like to have such built in functionality in Okta I would recommend to also submit a feature request. Once feature requests are submitted they are visible to other Okta admins, who can vote on them to provide more visibility. Using this method will allow you to maintain visibility on your feature requests throughout the process.
