Hello there!
Was the "User Personal" option in Customer Attributes deprecated and replaced with "Attribute Type" giving an option for User or Group instead? The documents are still showing the "User Personal" option, so I wasn't sure if I have missed a certain setting, or if it is completely gone.

It seems that the verbiage has been changed for this function, however the same functionality is still in effect as from there you can choose if the attribute will be set for each individual or through group assignment. I believe this has been changed for some time, as there is nothing in the release notes.
