Okta has a list of hundreds of apps, but there is a work website that our school district uses, but it is not listed on the Okta apps list. How do I add logins into my account that are not listed on the available apps list? Can I customize and create a block by add the link of the website to it, and then my username and password? I have tried the OKTA plugin, but it is a hit or miss. It sometimes asks me for my permission to save my login to my okta account. But on certain sites, it doesn't recognize the login and no prompt to ask to remember my sign in.

If the application does not appear in the OIN, you can use the AIW (App Integration Wizard) functionality to add custom apps. I have provided bellow a documentation about how to create a custom app within Okta using AIW:
Within the above documentation, you can click on the Create SWA app integrations using AIW in case you just want for the application to insert the user's credentials when landing on the login page.
Additionally, if the AIW does not work for your specific application, you can check the bellow KB article that explains how to create a custom SWA app by using the "Template plugin app":
