Is it possible to create an Okta admin role that is constrained to creating new applications only? We have a group that will be spinning up a lot of new resources and they'd like a bit of "self-service" so they can create new integrations without having to submit tickets to our support team.

Currently Okta only allows the "Manage applications" permission set for custom admin roles. This "Gives your delegated admin the ability to view, create, edit, and delete applications in your Okta organization." - in conclusion not just "create".
